INO was founded in 1985 as Canada's largest specialized center for optics and photonics, and is recognized as one of the world's leading technology research centers. This achievement was made possible through the combined efforts and determination of Jean‑Guy Paquet (then Rector of Université Laval), the Canadian Association of Physicists, the Natural Sciences and Engineering Research Council of Canada (NSERC), and numerous partners in the Québec City region. The organization officially embarked on its innovation journey in 1988.

Since its establishment in 1988, INO has been dedicated to creating and developing innovative, value‑added solutions to meet the diverse needs of businesses in Québec and across Canada.
